How Florida title work is accepted

FLHSMV accepts electronically signed title applications, odometer disclosures, reassignment supplements and the power of attorney/odometer form from dealers when the signer’s identity is checked to NIST assurance level 2, with the signature certificate (audit trail) and an attestation on the dealer’s letterhead submitted with the forms (Information Notice INFO20-019). Upload the signed forms with the certificate and the attestation to EFS, or print them for the tag office.

You choose the identity check for each signer, and your dealership signs the attestation, so you decide what meets the requirement for your transactions; we recommend confirming your process with FLHSMV at BIO-E-Signature@flhsmv.gov. Retail installment contracts you will assign to a lender go through that lender’s own e-contracting system, which holds the authoritative copy; contracts you keep in house can be signed here.
